It can act, not just talk
The chief of staff doesn't just talk — when you give an order, it executes real changes to your government. It returns its actions as structured commands, and the game applies them straight to the running simulation.
How it works
Behind the scenes the advisor replies in a strict format containing a text reply, a list of actions, and three follow-up suggestions. Each action names a tool with arguments, and the game dispatches them one by one. There are four tools: set the tax rate, shift a budget line, shift an industry sector, and run a diplomacy move. Anything the advisor asks for outside these tools simply isn't performed.
Domestic tools take effect immediately, so the advisor reports them as done ('I lowered the tax to 30%'): set-tax writes your new tax rate, while shift-budget and shift-sector nudge one line up or down and auto-rebalance the rest. Diplomacy is different — proposals like alliance, non-aggression, defence pact, relation-improvement, sphere-of-influence, and declarations of war need the other side to accept or a target to be chosen, so the advisor phrases those as 'proposed' or 'prepared', never as already concluded.
After actions run, the game re-derives your nation's stats and refreshes the interface, so you see the effect right away. It also prints a small confirmation line of exactly what was executed, and offers the three suggested follow-ups so you can keep giving orders in a flowing conversation.
